“Tograí a fhorbairt le beartais a thabhairt isteach chun tabhairt faoi na dúshláin atá i ndán do scoileanna ar na hoileáin chun tacú lena soláthar oideachais agus chun feabhas a chur air.” Gníomhuimhir 23.7 PLEAN GNÍOMHAÍOCHTA DON OIDEACHAS 2018 Cuimsíonn an ráiteas thuas cuid mhór dá bhfuil i gceist leis an gComhdháil aon lae seo ar Oideachas Oileáin, atá á comheagrú ag Bord Oideachais agus Oiliúna na Gaillimhe agus Ros Comáin (BOOGRC) agus Bord Oideachais agus Oiliúna Dhún na nGall (BOODG) i mBÁC ar 03 Deireadh Fómhair 2018. Is faoi chúram an dá BOO sin a fheidhmíonn na scoileanna iar-bhunoideachais ar fad atá lonnaithe ar oileáin amach ó chósta na hÉireann, trí cinn i gContae na Gaillimhe agus péire i nDún na nGall. Beidh stair agus forbairt na scoileanna seo go dtí seo go mór ina n-ábhar plé le linn na comhdhála aon lae ar 03 Deireadh Fómhair.    Ní inniu ná inné a tugadh suntas do na dúshláin leithleacha a bhaineann le saol oileáin agus, dá réir, do sholáthar an oideachais chuí agus leordhóthanach do phobail na n-oileán sin. Tá ceist an tsoláthair oideachais ar na hoileáin chósta ar chlár oibre an dá Bhord luaite roimhe seo le breis is trí bliana anois, chomh maith le bheith ar chlár oibre Boird Oideachais agus Oiliúna Éireann (BOOÉ) -scátheagraíocht na mbord oideachais agus oiliúna ar fad- san achar céanna. Chomh fada siar le 21 bliain ó shin a thosaigh Coistí Gairmoideachais ag plé na ceiste seo leis an Roinn Oideachais agus Scileanna (ROS), rud a léiríonn nár cheist thar oíche í seo a tháinig aníos sna trí bliana seo caite. Tugadh suntas don cheist seo ag Comhdháil Bhliantúil BOOÉ in 2015 agus ritheadh rún ag tabhairt treorach don scátheagraíocht sin an t-iar-bhunoideachas ar na hoileáin chósta a chur chun tosaigh ina bplean oibre. Tá ceist an oideachais ar na hoileáin chósta ar chlár oibre ROS freisin, mar is léir ón ráiteas tosaigh thuas a tógadh óna Plean Gniomhaíochta don Oideachas 2018. Chomh maith leis sin, bunaíodh tascghrúpa ardleibhéil taobh istigh den ROS i Márta 2017 chun aghaidh a thabhairt ar shaincheisteanna maidir le hoideachas oileáin.   Chomh fada is a bhaineann le hobair thaighde, plé, staidéir, stocaireacht, aighneachtaí agus araile, tá tuarascálacha foilsithe ag cúig Chomhchoiste Oireachtais le gairid agus moltaí iontu maidir le hoideachas ar oileáin. Tá fochoiste Rialtais bunaithe freisin chun ceist an oideachais ar oileáin a mheas. Thug páirtithe leasmhara ar cás leo todhchaí an oideachais ar na hoileáin chósta fianaise ag éisteachtaí na gComhchoistí Oireachtais seo agus tá moltaí fiúntacha sna tuarascálacha ar fad a d’fhoilsigh na Comhchoistí sin.   Tá todhchaí gach oileán cósta ag brath go mór ar an soláthar oideachais a chuireann an Stát ar fáil. Is é an múnla pobail inbhuanaithe a chinnteoidh go mbeidh rath ar gach scoil oileáin agus gach pobal oileáin sa todhchaí. Go deimhin, tá a dtodhchaí araon fite fuaite ina chéile agus is ar scáth a chéile a mhairfidh siad. Tá clár na comhdhála dírithe ar réitigh ar shaindúshláin oideachas oileáin, réitigh atá molta i dtuarascálacha oifigiúla agus i bplé cuimsitheach ag páirtithe leasmhara le cúpla bliain anuas, go háirithe sa tréimhse 2016-2018. Chomh maith le fócas ar staid reatha an iar-bhunoideachais ar na hoileáin chósta, tabharfar aird freisin ar sholáthar an bhreisoideachais agus oiliúna sa chomhthéacs oileánda ag an gcomhdháil aon lae seo agus foghlaim ar feadh an tsaoil mar fhís chúlra do phlé na comhdhála ó thús go deireadh. Clár Nasc – Oideachas ar Oileáin agus Oideachas trí Mhionteanga Tá an Comhdháil seo eagraithe ag le cabhair ó “Develop proposals for the introduction of measures to address the challenges faced by island schools to support and improve their educational provision.” Action No. 23.7 Action Plan for Education 2018 The above quotation captures the essence and purpose of the one-day Conference on Island Education, jointly organised by Galway and Roscommon Education and Training Board (GRETB) and Donegal Education and Training Board (DETB) and to be held in Dublin on 3 October 2018. All of the offshore island-based post-primary schools in Ireland are under the patronage of both of these ETBs, three in County Galway and two in County Donegal, the history and development of which will be central to the deliberations of the one-day conference on 3 October.   The unique challenges of island life and, accordingly, the provision of appropriate and sufficient post-primary education for island communities has been a topic of much debate for many years, but has been brought into sharp focus in the period from 2016 to date. The two ETBs referenced here have worked tirelessly to progress the substantive matter of adequate educational provision for island schools and have brought into focus the need for an islands’ education policy and direction at a national level. ETBI, the representative body of all 16 ETBs nationally, has progressed the matter as well by way of a motion passed at its annual congress in 2015, which directed ETBI to engage with the Department of Education and Science (DES) with a view to enhancing educational provision for island schools in a way which would reflect the unique geographic and demographic factors that pertain to island communities. Previously, the VECs had engaged with DES on this substantive issue as far back as 21 years ago, lest it be misunderstood that the challenges and issues currently highlighted are recent phenomena. This substantive issue is also in the DES’s plan of work for 2018, as indicated in action number 23.7 above, taken from its own Action Plan for Education 2018. Furthermore, a high level task group was established within DES in March 2017 with a remit to deal with the specific and unique challenges regarding educational provision on our offshore islands.   With regard to studies, research papers, discussions, submissions in the area of island educational provision specifically and other island life issues in general, 5 Joint Oireachtas Committees have held public hearings, listened to witnesses, received written submissions from interested parties and have presented various reports to Oireachtas Éireann and DES in the last three years. These reports, combined, have made worthwhile and significant recommendations which, if implemented, would go a long way towards putting island education on a sound and adequate footing into the future. Each report in its own way recognises that the circumstances pertaining to island life are unique and each makes recommendations accordingly.   The combined futures of our offshore islands are dependent on the level of support which the State provides for its island schools, which requires that such support be reconfigured into a model which recognises and values the unique characteristics and challenges of island community life. The sustainable community model will ultimately prove most effective in identifying and nurturing the symbiotic relationship between island schools and island communities.   The conference programme, while giving an insight into island educational provision as it currently pertains, will focus as well on solutions to the widely-accepted unique challenges which have been identified over the last twenty years and more, but which were brought into sharp focus by the work of interested parties in the period 2016-2018, culminating in the publication of the reports of the previously mentioned deliberations and recommendations of five Joint Oireachtas Committees. As well as bringing the post-primary dimension of island educational provision into focus, the conference will reflect as well on the further education and training provision as pertains to island life, all of that in the context of a vision of lifelong learning which will be the guiding theme throughout the one-day conference.
